რუსუდან კემულარია პროფესიით საგადასახადო იურისტია. სოხუმელი წარმატებული ქალბატონი ამჟამად საფრანგეთში მოღვაწეობს და ეკონომიკური თანამშრომლობისა და განვითარების ორგანიზაციის (OECD) „საგადასახადო ინსპექტორები საზღვრების გარეშე“ სამსახურს ხელმძღვანელობს.
იგი 60-ზე მეტ ქვეყანაში საგადასახადო პოლიტიკისა და ადმინისტრირების მიმართულებით მნიშვნელოვან პროექტებსა და პროგრამებს ახორციელებს.
რუსუდან კემულარია თვლის, რომ წარმატების მისაღწევად საკუთარი თავის შეცნობაა ყველაზე მნიშვნელოვანი და თავდადება იმ საქმისადმი, რომელსაც აკეთებ.
ქალებს ურჩევს არ შეუშინდნენ არსებულ გამოწვევებს და არ შეეგუონ საზოგადოებაში არსებულ სტერეოტიპებს- იმას, რომ ქალებს აუცილებლად უნდა ჰქონდეთ ჰუმანიტარული პროფესია და ტექნიკური მიმართულებები მათთვის არ არის.

რუსუდანი ათი წლის იყო, როცა აფხაზეთში განვითარებული მოვლენების გამო მშობლიური ქალაქის სოხუმის დატოვებამ მოუწია . იურისტის პროფესიას თბილისში, სოხუმის სახელმწიფო უნივერსიტეტის ფილიალში დაეუფლა. მერე გერმანიაში განაგრძო სწავლა და საჯარო სამართლის მიმართულებით მაგისტრის ხარისხი მოიპოვა. 2017-2018 წლებში ოქსფორდის უნივერსიტეტში ბლავატნიკის მმართველობის სკოლაში სწავლობდა, სადაც საჯარო მართვის სპეციალობით მაგისტრის ხარისხი მიიღო.
ახალგაზრდა იურისტი საქართველოს ფინანსთა სამინისტროში სხვადასხვა პოზიციაზე მუშაობდა. წლების განმავლობაში ფინანსთა მინისტრის მოადგილის თანამდებობასაც იკავებდა და აქტიურად იყო ჩართული 2008-2012 წლებში საგადასახადო რეფორმის განხორციელებაში.

Rusudan Kemularia is a tax lawyer. A successful lady from Sokhumi who currently works in France. She is the head of the Tax Inspectors Without Borders Secretariat of the Organisation for Economic Co-operation and Development (OECD).
Currently, she is leading the implementation of audit assistance programmes in more than 60 countries and jurisdictions to support countries fight tax avoidance and evasion
Rusudan Kemularia believes that the most important thing for success is self-awareness, setting goals, hard work and dedication.
She advises women not to be afraid of challenges and not to tolerate the stereotypes that exist in society, whereby women must necessarily have a humanitarian profession and that technical directions are not for them.
“We have to encourage more women to enter the tax field, motivate and empower them to lead the work in taxation and development to achieve better results,” says Rusudan Kemularia.
Rusudan was ten years old when she was forced to leave her hometown of Sokhumi due to the war in Abkhazia and moved to Tbilisi together with her parents. She studied Law at Tbilisi State University’s Sokhumi branch, and then completed a Master’s Degree in Public Law in Germany. In 2017-2018 she continued studying at Blavatnik School of Governance at Oxford University where she received Master’s Degree in Public Policy.
The young lawyer has held various positions at the Ministry of Finance of Georgia. She served as Vice-Minister of Finance of Georgia for years and was actively involved in the implementation of tax reforms in 2008-2012.
